Is laserfiche 10 server compatible with laserfiche 8.3 client? Are there any known issues?

The Laserfiche Server is backwards compatible so you can use the 8.3 Client to connect to the 10 Server. There are no known issues from using this specific configuration.

Would Laserfiche Client 10 be able to connect to Laserfiche Server 8.3?

No. In general, versions of the Client require equal or greater Server versions, otherwise it might try to call into functions or features that aren't present.
