Is there a way without affecting the tools at the client level to force a template to be assigned to anything scanned into Laserfiche for a user or multiple users?

They're stored in the user attributes and users can inherit from the Everyone group.

Scanning picks up the template from the Client's import options when it's first open. After that it saves it. You can set a default template for scanning, but there is no way to stop the user from changing it to "no template assigned" once they open scanning.

Correct, but is there no way to push the original settings from somewhere other than the client? It is taxing for some companies to go through 100 clients and set default volumes and templates to different settings.
