Workflow Operation timed out

We have someone that has about 10 running workflows that should not be running.  However when we go to terminate them in the Designer, they just fail and say "The operation has timed out".  Workflow seems to be hammering the CPU so we can to terminate these but cannot find a way to do this.  Turning the service off wont let us into the Designer.  Any ideas has to how to get rid of these running workflows?

Is the starting rule for the Workflows you want to terminate still active? Can you disable those first then delete the workflows in the Designer one at a time?
