Seeing an issue with a user who has full permissions in Admin Console,

They are not however able to assign any users a license.

They do have available licenses, I have also removed the user completely and recreated the user.

Only their primary sys admin account can assign licenses.

Hi Chase,

Make sure that their names are listed under the System Managers tab. You can find this tab in the admin console that's located on the server.
