Will the LF Server License File need to be re-generated whenever you update the Master License?

A customer is actually reducing the number of full named user licenses from 2000 to 1750. 

Currently, they have over 1450 set to full named users and devices within the license manager. 

And 100 licenses allocated to the laserfiche server for repository licenses. 

Since we are only needing to adjust the master license to reduce their overall license count from 2000 to 1750, we will not have to re-generate their laserfiche server license file, correct? 

I want to be sure that if their service stops, the laserfiche server will not have an invalid license file because the master license was updated.

In the scenario you described, you shouldn't have to re-generate a license for the Laserfiche Server application instance.
