permission denied while registering server in admin console

I have a customer who is attempting to register a server (RCLFADP01) on the admin console but he is getting the
"Permissions Denied 9013" windows authentication failed after selecting the server name and hitting ok.

His windows credentials worked fine with registering another server (RCLFAPP01) and work fine in the client and logging into the other server in Admin Console.

I added him as a Windows Administrator in Admin Console on the RCLFAPD01 server thinking that would help, it didn't. I also installed service pack .584, no luck there.

What am I missing?

It also does not ask him for credentials at any point.

Can you make sure that this kb does not apply: https://support.laserfiche.com/KB/1013628 ?

In addition, can you determine if the issue is windows user account specific? Are other Administrators able to register a server? If the issue is windows user specific, try recreating the windows account.

He is running Windows Server 2012 R2 so this article does not apply. He is the only one having this issue.
