9004 - I/O Error when creating or attaching repository. Rio 9.2

Hello.  I have seen variations on this issue discussed before, but not too similar or very dated.  The issue is this:

 

We recently disconnected a repository using the Rio LF 9.2 Admin Console for routine maintenance.  When I went back in to re-register the repository, I first received the "repository is misconfigured" error message.   After some research, I changed the SQL server section of the repository wizard to use SQL Server Auth (valid) instead of Windows Auth.  All other parameters remained as they were.

I got a 9004 - I/O Error when creating or attaching repository message and haven't been able to move past it.  I double checked everything and reinstalled the server license for that instance, but still the same thing.  Is there something I am overlooking, or is there a manual way to reattach the repository to this server?  As usual, I clicked on the help file for that error and the help file only listed the error w/o any clue as to how to fix it.

I really don't know what could be misconfigured with it now or why it is throwing an input/output error.  Thanks in advance for any guidance you can provide.  Here is the log entry for that particular error.

It could be a problem initializing the audit log, or the repository path is invalid. The event log might contain a more helpful message. If not, use Process Monitor to see the file system activity when the error occurs. Monitor lfs.exe during the repository registration and it might be clear what the problem is. If that doesn't reveal the problem, open a support case so we can troubleshoot the issue.

Thank you.  Sometimes these errors can be multi-purpose.  I discovered the service login rights had been changed.  When in doubt, check licenses and service permissions  :)
