When ever a search is done when using weblink the following error is returned:  "Error connecting to the search engine. Either the search engine is offline or the search engine connection settings are misconfigured. Please contact your Laserfiche administrator {9479}"

It probably means that the LFFTS service is stopped.  If you haven't configured it otherwise, this service is on the same machine as the Laserfiche server.  This error isn't particular to WebLink, you should get it if you do a text search from any application.

Also receiving error message when using laserfiche client.  Have verified that the LFFTS service is running.  It occurs for all users when using weblink. But only occurs for some users when using client.

what user are using to connect to weblink?

I'm assuming since you mentioned that it doesn't effect all users you are either using local laserfiche accounts for users or Windows Accounts.

Open LF Admin Console and browse to your user's and check "Assigned Feature Rights" make sure you have search option check.
