To Title Case not working on workflow inside an "Assign Token Values" activity

In a workflow, I'm using an "Assign Token Values" activity.

As you can see, I'm applying a To Title Case function to a field, but it's not working:

You can see in the dialog that the testing doesn't work either.  It's acting as if "To Upper" is being called instead of "To Title Case"

Has anyone run into this?  Is it a known bug?

We'll look into it. Run ToLower before it and it will give you the desired result.

Turns out this limitation is by design as it is impossible to tell the difference between all caps and acronyms.
