Records management - legal requirements documentation

I'm working with a client who needs their retention policies created from scratch. They are asking us to compare our newly created list of retention policies to the legal requirements of two records management authorities to see how our policies compare. The two authorities that the client references are the State of Qatar and the Province of Newfoundland and Labrador (Canada).

Does anyone know if there are any records management legal requirements documents of any sort that I can find on the internet, or share with on this forum?

Is your client a local government?  If so, Alberta's Municipal Affairs has a document with recommendations and a sample retention schedule for our offices.  Maybe your client's province has something similar?
