Dividers (or navigation device) in .tiff documents

I have a department that scans documents in .tiff format.  They would like to be able to place dividers within the documents to navigate to specific areas quickly without using the search.  Is this possible?

For example, think of a book with chapters... 

They would like to be about to go to chapter 6 without using the thumbnails, as it takes a while to scroll through the pages and is still sometimes difficult to find. 

Using the search feature may take you through several pages before finding correct page.  You may go through the "Table of Contents", and any other pages that contain a reference.

Ultimately, they would like to navigate directly as you would in a binder with dividers. They also prefer to scan the documents in as one whole items rather than separate section in a main folder.

The documents are scanned in as tiff's due to preservation concerns.

 

I thought about using zoom fields, but they are a not a feature in Laserfiche Client (that I know of).
