Forms Conflicting registration

Not sure what this means, how do I find and remove the existing registration. The message is coming from our LFFORMSROUTINGSERVICEHOST source and is preventing the Forms Routing Service from responding to any requests after about 5 minutes from boot of the OS.

 

System.ServiceModel.AddressAlreadyInUseException: HTTP could not register URL http://+:8169/Design_Time_Addresses/RoutingEngineServiceLib/Service1/. Another application has already registered this URL with HTTP.SYS. ---> System.Net.HttpListenerException: Failed to listen on prefix 'http://+:8169/Design_Time_Addresses/RoutingEngineServiceLib/Service1/' because it conflicts with an existing registration on the machine.

Could it be that the machine wasn't properly shutdown in the first place?  Try recycling the app pool in IIS to resolve this.

We were restarting the entire OS but by the time I figured out what it actually was referring to, URL namespaces, it cleared itself up. It might have been that I ran a Forms repair followed by a restart before my last restart that fixed it. Hopefully it doesn't come back but I think I know the command to remove it now if it does.
