The value of column 'created' and 'modified' in table toc do not match what show on repository

I am running query on table toc and I noticed that the time stamp on column 'created' and 'modified' do not match what display on repository.  Do these columns in database and fields represent the same thing (i.e. the create and last modified time stamp of the document?).  Thanks you.

The times stored in the database are UTC. The times as seen from the client-side applications are local to the respective time zone.
