The "Import" right in the admin console is global, if you have it then you have the ability to import anywhere in the repository. The "Create Documents" right is applied on individual folders. You need both of these to be able to import into a folder.
The user needs the Import feature right, the "Create Documents" right on the import folder, and the "Create Documents" right on the import volume.
Infact, I have added the 'Create Documents' feature rights but still am unable to copy a document from the local drive and paste it. The 'Import' right is added on group level, right?
The Import right can be configured on users or groups:
Check your effective rights on the folder you want to import into. Right click on the folder, select "Access rights" and switch to the "Effective Rights" tab:

Yes, drag and drop can be done but only on specific folder.
I have enabled the 'Create Documents' and able to create documents in the specified folder.
But for the Import right, I want to apply it to only a specific folder but neither at user or group level because security level has already been applied to the repository.
I have multiple folders whereby the user is not allowed to copy & paste document but in only one folder they need to be able to take a document and drop it in LF.
