I have a customer that publishes a new version of a form each year.  The previous year's version of the form can take up to 6 months to complete the entire approval process and thus they have 2 active forms at a time  They want to be able to un-publish a form so that no one can start a new instance of it, while still allowing the existing forms to finish their approval process.  Currently when you un-publish a form is does stop users from being able to start a new instance, however it also stops them from interacting with all in-process instances.  I'd like their to be an option where the users are unable to start new versions of a form however the in-process forms can still continue on to completion.
