Time zone of the field date_created in cf_submissions table

I assume the column date_created in the table cf_submissions table represents the timestamp when the form is submitted.  The time however is 7 hours ahead of the local time.  Can you tell me where this value comes from?  Is it the local time of where the form server is?   Thank you.

The time is stored as UTC. Our applications handle displaying time based on the local time zone, but as for how it's stored in the database, it will be in UTC.
