Is there a way to Export, Migrate or Backup workflow rules ?

The rules are saved in the SQL database, so backing up SQL will also back up the rules. You can export workflows definitions and their associated rules from the Workflow Designer's "Workflow\Export" menu.

You can export them as WFI files.
