I have a group which is currently able to move folders on the same level.

They are supposed to create subfolders and documents. Just not move folders around.

I set the Delete Entry to DENY and I see it on the Effective Rights as correct

But still, logged as a normal user, I am still able to move folders.

Am I missing something?

Disable it from the Admin Console under User's Rights:

But this will prevent users from moving folder everywhere in the repository. Right?

And I only want to prevent them from moving a particular set of folders.

That is correct. It will prevent moving documents from the entire repository if this is unchecked. What you can do is uncheck modify contents. The only issue with this is that you will be unable to add pages to the documents within the folder. You will have the ability to create documents and modify the metadata and create folders. If you are to uncheck this at the root of the sub folders this will prevent moving of the sub folders and the contents within them.
