Please advise as to what may have caused workflow to trigger when we migrated documents to a new volume.

Sounds like workflow saw it as a change to your documents. I would probably disable the change rules during migration

What will happen after we re-enable the starting rules after the volumes are migrated?
Will workflow recognize the change in the volume_ids and interpret these as change to the documents?
