Is it possible to set a default that will require users to check out an electronic document when they attempt to open it unless that document is already checked out but another user, in which case they can open it as Read Only?

Not currently. We're looking into adding auto-CICO in Laserfiche 10, such that a user is prompted to check out for editing or open readonly when they open a doc, and it actually checks out under the hood in that case, checking it back in when they are done.
