When we try to connect to the workflow server through the web console we get the error “connection to the workflow server XXX could not be created”

Have you gone through the troubleshooting steps found in the Workflow Admin guide "Troubleshooting the Workflow Web Service"?

yes, on the configuration utility we test the connection and say it’s ok, on the IIS the anonymous authentication is enable,

What URL are you using? Is it using the actual Workflow Server name?

Test it independent of the Workflow config, by opening a web browser, and going to the URL like http://MyWorkflowServer/workflow and confirm that you can see the blue Workflow Web Service page.

Yes, we can see the Workflow Web Service page; we attach an image of the message, maybe it helps.
