When IP Sec is enabled Save to Repository Fails

Hi,

A customer of ours wants to enable IP Sec as Part of their policy. When IP Sec is enable the following service Fails

http://+:8737/Design_Time_Addresses/FormExportServiceLib/Service1/

 

I also Tried 

http://localhost:8737/Design_Time_Addresses/FormExportServiceLib/Service1/  which failed. 

 

When IP sec is disabled 

http://localhost:8737/Design_Time_Addresses/FormExportServiceLib/Service1/   works

 

Does anyone have any expierience with Rules in IP Sec that could Assist

What message are you getting when it fails?

When IPsec was implemented in the Group Policy, did they remove or modify other protocols?

I will try and obtain the error from event viewer
