Reformatting with Pattern Matching and Substituion

In a preview Quick Fields session I used substitution to clean up case formatting in text that had been collected in an OCR and identified through pattern matching. For example REGULAR MEETING became Regular Meeting.

I wondered if it is possible to do something similar of changing something from all caps to a more readable first letter only capitalized by using substitution but the text will vary.

For example I would like: 

2013 WATER IMPROVEMENT PROJECT-BISHOP ACRES WATER EXTENSION 

to become:

2013 Water Improvement Project-Bishop Acres Water Exstension

You can format it to use title case with token functions.
