Please can someone from Laserfiche indicate the circumstances that need to prevail for a user to log in to Social BPM and see the "Site Settings" option?

Social BPM Site Settings

Hello John,
That user will need the "Administer Site" role checked. You will need a Site Administrator to grant that role to the desired user. Hope this helps.
Documentation for Social BPM is available online at https://www.laserfiche.com/support/webhelp/LaserficheSocialBPM/9.2/en-US/SocialBPM/#SetUserPrivs.htm
How does this work when a Social BPM site is newly created? One needs to log into Social BPM and be presented with the Site Settings option in order to be able to configure users with site roles.
I have a newly created a Social BPM site and I have logged into the site with the user that I believed created the site. In any event the user is a local administrator of the machine. Two other users, also both local administrators, have also logged into the site and neither of the users are presented with the Site Settings option.
The users table of the Social BPM database lists the three users, each with a user-type = 4. I have another Social BPM site on a completely different installation that lists numerous users. The user_type of all of those users is 3, except for a user that I know to be a site administrator that has a user_type = 4.
Having newly created a Social BPM site, what user can I log into it with that will definitely present me with the Site Settings option to allow me to configure roles for all users?
Many thanks, in anticipation.
Are both Social BPM sites that you use in the same network? Are they both using either LDAP or LF Directory Server (not the earlier License Manager)? Are the users that do not have the Administer site Privilege already in LDAP or Directory Server?
Both Social BPM installations are on completely different networks. The installation that I can successfully log in as a site administrator is on VAR kit with no integration with Active Directory.
The other installation, which uses uses Laserfiche Directory Server and not Laserfiche License Manager, is on a network with an Active Directory domain and all three users that have logged into Social BPM are users within that domain and also users with Full Licence and full permissions within Laserfiche Directory Server.
