We need some clarification on records Cutoff as it relates to retention schedule?

There is some confusion in response to a client question about defining cutoff in relation to retention and I am hoping to get some clarification on this.

 

I have the following destination from lf hlep:

Cutoff Eligibility

Cutoff Eligibility The cutoff eligibility date determines when a record or record folder will become eligible for cutoff in the Laserfiche client application; this date determines the retention period (as opposed to the actual date of cutoff). The cutoff eligibility date is based on the cutoff instruction associated with the record or record folder. Once cutoff occurs, the retention schedule begins. Certain circumstances modify cutoff eligibility; the following can change how a cutoff instruction affects a record or record folder:

                          "Record and Record Folder Cutoff Not only does the cutoff eligibility date mean that the records manager can cutoff the record or record folder, closing it and preventing its contents from being modified or deleted, but it also indicates the start of the record or record folder's retention phase, as dictated by the retention schedule. Note that the cutoff eligibility date dictates future retention regardless of when the cutoff action is performed."         ]        

 

1. As I understand even if you don't cutoff the records the retention expiry date should kick in,  eg. lets say we have cutoff eligibility after one year and retention schedule for 7 years and if we don't actually cut off the records when they become eligible but we are still eligible for destruction after 8 years.    When you actually cut of a record you are specifying starting retention phase that record can not be changed or deleted during retention time? 

 

2. Also suggested that, if you don't cutoff the record, the retention schedule will not start.  Using the same example, about if you don't cutoff the record when eligible after 8 years the record will not be eligible for destruction.

 

Appreciate clarification on this.

All future eligibility is based on the original cutoff eligibility date - the fact that the records manager hasn't gotten around to actually pressing the cutoff button doesn't change the fact that the rules would be based on that original eligibility. The cutoff button performs the state change from active to archival records, closing the record folder, and applying some automatic security restrictions - it might be that you needed to add some items into the Record Folder at the time of performing the cutoff operation, so we don't want to impose those restrictions until it's occured.

I am curious as to why, when I apply an event date in the future, and do not close or apply cutoff to my records, it cuts them off anyway?

 

If I say that anything in this folder that I set up will be eligible for destruction at the end of the year, and I set the event date for 12/31/2016, it gives me a cutoff eligibility date of 1/1/17, which has not happened yet. However, everything in my folder becomes locked and un-modifiable. Why is this?

 

This functionality prevents me from setting up anything for the future, as I might still need to add to this folder, or modify the contents up until they are set for cutoff.
