Our client is testing with enabling version tracking on all of folders to keep users from changing documents, but still allowing them to move documents.  The problem is that people that have modify access can still turn off version tracking, which completely defeats the purpose.  Is there a way to keep people from changing this and still giving them modify and write metadata entry access?
