I have a user that has to manually apply the DEFAULT volume each time she sends a new document to the repository. I want to have the volume automatically applied to each document. If I have the volume set for <Use parent folder's default volume> will it do this for me? I confirmed the DEFAULT volume access rights are set to everyone for the repository. Is this a simple fix that I am overlooking?

The DEFAULT volume and <Use parent folder's default volume> are not necessarily the same thing. The DEFAULT volume is just the name of the volume that is created in a fresh installation, there's nothing special about the name and you could rename it if you so desire. The folder default volume is a setting on folders themselves in the folder properties, that allows you to specify what volume documents imported into that folder should be by default. They will inherit up the tree, but if none is set at any point, there might be issues.
The volume that an individual uses as their default selection on new document creation is set for that user in Tools\Options\New Documents.
