Web Access 9.1 - Cannot see annotations

After adding site to IE 11 compatibility view, then I can see annotations (mostly tested with stamps). In Chrome (their current version 41) and Firefox (their current version 36.0.1), I cannot see the annotations. After clicking to apply many test stamps in WA with no results shown, I saved and opened the document in LF client. The stamps are present. Same user tested. Is there a browser setting in Chrome or Firefox that I'm missing?

Anything in the event viewer on the Web Access server? If you hit F12 and open the document, do any errors show up in the browser console?
