starting condition events all monitored continuously?

Does the workflow subscriber monitor all events all the time, or if it is set to only monitor events that are used in starting conditions.  For instance, is Laserfiche sending notifications to the subscriber every time an entry is moved anywhere in the repository, or does it only send those events if at least one workflow is using that event?

The subscriber only processes events it has starting conditions for. Laserfiche sends notifications for all events, the subscriber discards the ones it doesn't have starting rules or wait conditions for. The rest get put into the evaluation queue.
