Hello Blake,
From what I have tested, If the said User A is already assigned the task, and the Forms Process is currently at that step waiting on that User A to submit, reject, etc. Then changing the Task Participant from User A to User B from within the process Modeler will not make it accessible to the User B unless a new process is started.
However if the step has not reached the user yet, then the changes will be seen, and the task will be assigned to that new Task Participant that you just changed. For example, Say you have 2 User Tasks at Step 1 and another at Step 2. If the Forms process is pending at User Task 1, the changes made to a Task Participant change on a User Task 2 will take into effect. Of course making sure you save the process changes.

Andrew, thank you for the information. That is really good to know. It would be extremely useful if a stored procedure ran when a different task participant was added to a User Task that would assign all appropriate tasks to the new user as well.
Xiuhong, with the Reassign feature, if I swap out a user in a User Task, will they automatically see all tasks at that step or will I have to go in and reassign them all manually? It would be a lot more efficient if when I just swap out the user if they could automatically see all tasks currently at that step. Same thing would go for if I add an additional user to a User Task.
You will go in and reassign them manually. Process model modification will only apply to tasks created after modification.
In 10, there'll be assign to Team feature. Team task is visible to all team members. So instead of manually change in the User Task, it's suggested to change the members in a Team.
