Both applications (Web Access and WebLink) allow some level of customization. WebLink is the more customizable of the two. It includes a desktop application called the WebLink designer that allows you change color scheme, logo, navigation options etc. Both applications allow for customization via editing the source files. This allows you to do things like hide a settings link via CSS or default to full screen image view using JavaScript.
In terms of whether it can match the solution in the picture, I can't give a simple yes or no answer to that question. Does it need to look exactly like this ? For instance, the panel on the left seems to contain bookmark/chapter functionality that's currently not supported in WebLink or Web Access. It might be possible to write a custom module for that with our SDK, but it would be involved. The rest of the layout seems doable (color scheme, image location, etc) at first glance, but I'd need to know more about what they're looking for to answer definitively.
We have a bunch of resources on the support site that show how to customize the web products and what level of customization is supported. I recommend getting more specific specifications from the client and doing a bit of research on the support site.
