Web access annotations tab is visible only for few users

As shown in image, I can see the annotations tab when I open a document in web access. But other users can not. I checked settings. Couldn't find one which enables/disables tabs.

Please make sure that the user in question has the "See Annotations" entry access right for those documents. Also make sure that the user also has the annotations pane being shown. See below

Permissions were same. It was just that show/hide pane button. Was familiar in LF client but just found it in web access. Thanks.
