Unable to launch workflow from form

I have been trying to set up a basic form that, when filled and submitted, would trigger a workflow.  

On the form, in the Process Modeler, I have set a Workflow to load, giving the name of the workflow manually (matching the actual name of the workflow), and checking off "Wait until the workflow finishes before proceeding" (I've actually tried it with this both checked and unchecked).

In the workflow, I have set a Retrieve Forms Content activity to start the workflow, and I have specified the Server as retrieving the Web Services external object, using a Domain Admin account (for the time being) to ensure I could use it properly.  I also tested the connection, at this point, and I was able to test the Web Service connection without any error.  

Despite everything set up as follows, I am still getting a 404 error, each time I run the form, in the Event Viewer on our test Laserfiche server.  Is there something else I should be considering, possibly the actual starting condition for the workflow itself?  Thanks in advance for anyone who can assist.

Is the 404 error that's reported in the event viewer coming from the Laserfiche Forms Routing Service and does it occur for every form submission that's then supposed to trigger a workflow?

If so, go into the FormsConfig web page and in the Repository section, that the Workflow Server name is correct and that the SSL option is correctly configured. For example, if the Workflow Server name is "WFServer" and you have the SSL option unchecked, then from the Forms Server, make sure that you can open a web browser and navigate to http://WFServer/workflow and see the blue Workflow Web Service page.

Hi Alexander:

The problem was verified by trying to go to http://WFServer/workflow  on our test server - this confirmed that I hadn't installed the Web-based portion of Workflow.  Once this was done, I could verify values were being passed through as tokens, and I was able to complete my workflow from there.
