I need to use ODBC with Workflow, to query multiple sources - 64-bit AND 32-bit apps.

Is it possible to run two instances of WF for the same repository - one x32, one x64?

Yes, you can, just not on the same machine. See the help file for instructions on attaching the repository to multiple Workflow servers.
