new users are not able to access repositories 9520 error

We add users to AD groups that sync with license manager.  The users do show up in License Manager.  it does not appear I am over subscribed.  this is a RIO installation. I understand License Manager has been replaced.  I need to migrate and but I also need to be up right away.  What are my options.

restarting LM service did not solve the problem

I was able to kick enough users out to restart.  problem solved for now
