In Forms 10.4, we released a feature for Data Maintenance that will automatically delete any instance from one or all processes at a certain time after it was completed.
No, there is no additional handling for drafts as part of this feature.

Cloud doesn't support auto delete the drafts after a certain time currently.
Self-hosted Forms add this functionality in Forms 11 Update 2.

This feature is not supported right now. Can you tell us why you need such feature?
we now have forms that are submitted at a rate of 2000 forms per day. The retention period is 90 days. the process of deleting 2000 forms for 30 day period takes about 40 hours of a persons time to manage these. and that does not include the copy in the repository.

Beth, Forms has built-in Data Maintenance now. See this help file for more information. It was introduced in Forms 10.4.

Database size can get out of control if your form allows file uploads. Having those be cleaned up could certainly be valuable.
Has there been any progress on this feature request? It would be great if within each Process Options you had a checkbox to 'Enable Automatic Deletion' of Instances and then you could set a 'Delete Completed, Cancelled, or Terminated instances older than____ days old'. Then a stored procedure could run each day and automatically remove the older instances.
In addition to what Bryce Jessie replied with, records management within Forms would also be valuable.
We would need this feature, for example, if a person completes and application, it gets rejected, and they choose not to complete the application - in such instances, we can already see submissions hanging in limbo as "In Progress" on the results page...and we'd like a timer feature, or similar, to handle these submitted items.
