How do I export access rights? I exported briefcase from test to stage environment but access rights didn't get copied.

Groups and users exist in admin console. I could import those with .xml file. How can I copy access rights?

User/security items in general aren't included in briefcase or volume transfers because they are considered repository specific - in almost every case they'd just need to be tossed out. It's possible you could do a mapping through Workflow or the SDK, but I don't really have an alternative idea on this one.
