1. Does the customer need a static IP address to make WebLink work from there server?

2. Can WebLink and Laserfiche reside on the same server?

1. No, a static IP is not required.  You can use a dynamic dns service it you want it available outside of the network.

2. Yes it can be in the same server as the Laserfiche server.
