Over-sized Text Box Issue

Recently, we have been having a problem with over sized text box annotations on LF docs. When a user adds a text box to a page and types something the text box re-sizes itself to the majority of the page.

In the above example the text size for the text box was set to 1.

How can we fix this issue?

The text display size in a textbox is based on the DPI of the image, I think you have documents with bogus resolution. The DPI is shown in the bottom right when the you click inside the image pane:
