Hi Ashish,
When applying a stamp, if you set that stamp's style to protected (which you can do by opening up the stamp's properties), only the annotation's creator or the document owner will be able to edit it. While other users will be able to see the annotation, they will not be able to move it (as this would be considered editing the stamp). In your scenario what is the benefit of a user being able to move a stamp, but not edit it? Perhaps we can come up with a work around.
If applying the stamp with Workflow, you can set the stamp as protected within the properties of the Apply Stamp activity as well. The stamp creator will be set as Workflow, but you can change the entry's owner to the workflow initiator with the Set Entry Owner activity.
