enabling allow users to save incomplete forms for later requires login?

After enabling this function, one of my published forms now require users to login.  If I disable this function, then users can access the published form directly without a login.  Is there anyway to bypass login and have this feature enabled?  Thanks.

 

Also, the licensing is not for Public Portal Forms, could this be the reason?

If you want public users to submit a form, you must purchase the public forms portal. If you have purchased it, then when you are configuring the form, go to the Access Rights tab and change it from Restricted to Public.

If you do not have the Public Forms Portal, then each user will have to authenticate before filling out a form.

Not currently. The password is set when the user saves the form though, so it is one of their choosing. The reason for requiring a password is so it secures the information that was entered.

Thank you for replying, but this also occurs when users are trying to access forms to submit a new form.
