is it possible to assign a user task to someones email if form is public?
User tasks can only be assigned to individuals who have a license be that either a full license or a Forms Authenticated Participant license.

I have a group of users that may not have a full LF license but will need ability to edit a form before submission to the repository. If I assign a participant license, can user edit form? (Need more than the ability to just approve and select drop-downs). Please clarify this before I move forward with proposed process and purchasing participant licenses.
By edit form I assume you mean updating information that the submitter entered within the form, correct?
