If a users is part of a group (say Group A) has scan rights, but one specific user shouldn't have those rights, but should have the rest...if I uncheck the scan right, will that disable it, or does the fact that Users inherit rights from the Group going to supersede the individuals rights?

If a user isn't explicitly granted a feature right or privilege, but is a member of a group that does have the feature right or privilege, then the user will inherit it. You can see this when viewing the effective rights for that specific user.
