secure document publishing

I am working with a client that needs to provide sensitive documents to individuals outside of their environment in a very secure way.

I know that publisher can provide that, but does it require IT involvement or is it rights based?

What are some other ways to do this with LF that without the need for a license?

Plus Publisher requires that the user performing the publish operation have rights to the entries in question. It can't be used as a way for a user to get around their own access restrictions, basically. There's no other restriction beyond that though - publishing is a client side operation, and so long as you have rights to all the entries you want to include, you're covered.
