Some programs create PDFs that appear to be valid, but which cause problems when manipulated in the way that Agenda Manager needs to later in the process.  If you attach a PDF that causes this error we might be able to give more information about what in particular is wrong with the PDF, but you would also want to look into upgrading the software that produced the document in the first place.
