Required Fields in Repeating Rows of Table

I have a table that has 6 columns, 4 of which are required.  Setting them to Required seems to only work for the first row.  Each row after the first they add does not require those same 4 required columns to be filled in.  How do I get these columns required for all rows, not just the first?

Setting a table column to required should make all of the fields in that column required. The outer red border may not display until you click the Submit button, but the behavior should be there.

Sorry, they thought this was a widespread issue but it now appears it is only a single user that somehow keeps submitting a partial form. They are using IE. I'm unable to recreate the issue on my pc in IE (or Chrome for that matter), so I will have to work with them when they are back in the office to find what exactly is happening.
