You would perform an offline activation the same way you would for any product, from a machine that has internet access. Just specify the Rio System and version and make sure you are using the correct fingerprint and host id. Save the license file to the desktop of the computer you activated from and then copy it to the License Manager Server computer. Then you can just update the master license by pointing it to the license file you copied over.
