LF 9.1 Admin Console "MMC could not create the snap-in" error in Windows 8.1

End user upgraded their PC to Windows 8.1, loaded Laserfiche 9.1.0 with the admin console. When they launch the admin console they get an error that states "MMC could not create the snap-in".

They have uninstalled and reinstalled the complete LF package several times and continue to get the same error. The issue is isolated to just this PC.

Any thoughts?

I have asked them to confirm UAC settings and to turn off virus scan and try installing it again.
