I'm trying to create standardized specs for electronic file submissions that will be placed in our repository and viewed via Weblink and/or Webaccess. These files will be plans and plots of engineering/building projects so they tend to be very large in size. Are there any specs or recommendations or best practices about size limits or best file type that others are using sucessfully? Thanks!

What type of files will you be importing to WebLink / Web Access? If it's a support image format, then Laserfiche will generate TIFF image pages that can be browser within our clients - here is the webhelp on file conversion. There is no limit to the resolution or size of the imported images, though bear in mind that performance will degrade for extremely large images (i.e. greater than 10MB).
