Using IE 10, why doesn't Forms let me drag and drop attachments?

I didn't see this as a known issue or SCR, but when I try to drag and drop an attachment to an Upload field in a form when in Internet Explorer, it just gives me the option to open or save. It works in Chrome though with the same attachment and form.

It's probably because compatibility mode is turned on.

I believe the problem might have to do with the HTML5 compatibility with IE10 for the File Upload support. The drag and drop for the file upload works in IE11, but when switched to IE10 mode it does not.
